Arthur O. Eve Higher Education Opportunity Program

In order to be eligible for all HEOP programs, prospective first-year students must:

Have been a resident of New York State for at least one year;
Not been previously enrolled in college or university;
Have attained a high school diploma or GED equivalency;
Be inadmissible under the regular criteria of the participating institution

While admissions procedures are different for every institution, in general, consideration is based on both objective and subjective measures that that can include:

High School Average/GPA
SAT/ACT scores (if applicable)
Regents Scores (if applicable)
Types of courses or programs completed during high school
Demonstration of a commitment to success in higher education
Motivation for success in college or university
Meeting economic guidelines set by the New York State Education Department (NYSED)
